Welcoming is more than a gesture—it’s a commitment to equity, inclusion, and belonging. It means making sure that every decision we make, every service we provide, and every policy we implement reflects the voices and needs of those who’ve too often been left out.

As the daughter of immigrants, I saw firsthand how hard it was for my parents to navigate unfamiliar systems—often without culturally competent support or a sense of belonging. That experience shaped my belief that no one should have to walk that path alone.

That’s why I support the welcoming movement—because it transforms systems and communities. It ensures that everyone, regardless of background, feels seen, supported, and celebrated.

But we can’t do this work alone.

Now is the time to act.

The challenges we face—economic inequality, migration, racial injustice—require solutions rooted in inclusion and compassion. Together, we can choose a future defined not by fear and division, but by shared strength and belonging.

About Zulma Maciel

Zulma Maciel brings over 25 years of experience in public administration, with expertise in public policy development and grantmaking. In July 2015, she became the first Director of the Office of Immigrant Affairs, and in 2020, she was appointed as the inaugural Director of the Office of Racial and Social Equity for the City of San José, CA. Zulma consistently fosters meaningful community partnerships and applies a results-driven approach to embed equity principles throughout the organization, so that programs and policies better reflect and meet the needs of historically underserved communities. 

Outside of her professional work, Zulma volunteers on nonprofit boards and enjoys Pilates, hiking, and walking her dog, Goku. She is binational (Mexico and U.S.), bilingual, and bicultural.
