The heart of Welcoming America's mission resonates with me because I am an immigrant myself and I have personally witnessed how immigrants and refugees thrive and feel like they belong when they're embraced and celebrated by their community. I am grateful to be part of an organization that connects, supports, and amplifies the amazing work being done by nonprofits and local governments and other organizations around the country to support immigrant and refugee communities.

About Ernestor De La Rosa

Ernestor is the Regional Manager of Local Government and Community Affairs at ITC Holdings Corporation. Previously, he was the Chief Diversity Equity and Inclusion Officer for the City of Topeka, Kansas, overseeing DEI development and implementation. Before that, he served as Assistant City Manager in Dodge City, Kansas, managing Public Transportation and Human Resources, and acting as the Legislative Affairs Director. He worked with Kansas representatives on immigration, transportation, and housing issues and coordinated the Southwest Kansas Coalition. Appointed by Governor Kelly, Ernestor serves on the Kansas Hispanic & Latino American Affairs Commission. Born in Mexico, he immigrated to the U.S. at age 12. He holds a Master of Public Administration and a graduate certificate in nonprofit management from Wichita State University, and a bachelor’s degree from Fort Hays State University. Ernestor received the Early Career Excellence Award from the Kansas Association of City/County Management in 2019 and the Young Alumni Award from Fort Hays State University in 2024.
